Distinguishes weak formal/model/calculational interpretation from strong physical interpretation, defines the local L-metric projection, and gives conditional licensing for physical metric description.

About this paper and citation
Imports
Names Kernel, Structure, AMetric and ATS companions without edition-identifying hashes/dates. Its AMetric exclusion package is a premise of conditional licensing; new September editions must not be silently assigned as the May paper’s imports.
Supplies downstream
Supplies the distinction between a metric expression and warranted physical relata, records, calibration and interpretation; it offers a licensing branch, rather than an additional premise in the fixed-domain decomposition spine.
Scope and limits
Definitions 2.7-2.11 permit weak formal interpretation before physical standing. Corollary 6.3 says licensing does not generate metric structure, standing or ontology. The projection order is a dependency order, not a temporal sequence, and no globally unique metric interface is claimed.

The PDF matches the exact publisher release. A complete manuscript HTML conversion has not been verified. A newer reading edition does not replace the exact edition cited by a downstream theorem.
