Neutrino carrier ARC and HNL prediction 18/18 This paper synthesizes the completed neutrino carrier programme into a source-qualified structural prediction and a framework for experimental testing. For the two completed vectorlike-joint sectors, every accepted realization contains one terminal continuation-bearing neutrino carrier. Its standing spectral core consists of three nondegenerate light sectors and one rank-three degenerate heavy sector. The corresponding charged-current projection satisfies \[ \Delta_{\mathrm{act}} = I_3-NN^\dagger = V_HV_H^\dagger = \Omega_H, \] with positive rank-three heavy support. On the stated common-loop-kernel continuation class, the heavy charged-lepton-flavour-changing amplitude vanishes. The paper’s principal contribution is to show that the carrier, observable, perturbation, and prospective experimental descriptions descend coherently from the same accepted physical apex. Structural robustness is treated feature by feature: one-carrier identity has a positive stability radius on certified trace-transport cells; the active-deficit/heavy-support relation is exact on the block-isometry class; and rank-three heavy support persists within a positive perturbation radius. Exact heavy degeneracy and flavor universality are separately recognized as symmetry-protected properties that are not stable under unrestricted symmetry breaking. The paper also constructs a conditional detector-level framework, termed an experiment-specific SPIC, containing a common carrier/reference record space, signal and control models, sidebands, nuisance and covariance structure, coverage rules, resolution, and identifiability bounds. Detector-level discrimination is licensed only after these conditions are instantiated. The proposed implementation is flavor-complete charged-current spectral tomography. It includes tagged charged-current parent production, light-sector normalization and appearance measurements, inclusive heavy-state production, ordered-flavor heavy decay or scattering analyzers, missing-mass or invariant-mass reconstruction, active-deficit/heavy-support closure tests, rank and flavor-universality tests, common control records, and a frozen held-out comparison with the no-vectorlike reference. The source-qualified 28–30 GeV region and \(c\tau_A=0.2\) mm point are retained as an experimentally motivated search benchmark. They are supported by the source construction, direct response anchoring, and lifetime-grid membership, but are not promoted to exact physical pole-mass or proper-lifetime predictions. A complete falsifier set is specified before held-out signal data are examined. Possible outcomes include failure of active/heavy closure, loss of rank-three support, absence of heavy pole support under certified coverage, nonuniversal flavor weights, nonzero qualified heavy CLFV, or failure of the response and identifiability certificate. The framework also distinguishes a genuine packet failure from protocol incompleteness, insufficient sensitivity, or an unmodeled source. The conclusion is deliberately bounded. The paper provides exact child-qualified structural prediction closure, feature-specific robustness, and a conditional experimental testing framework. It does not claim current-facility sensitivity, empirical confirmation, a numerical complex-pole mass or lifetime, unique microscopic origin, universal detector coverage, or unrestricted exhaustion of all possible microscopic theories.
