Neutrino carrier ARC and HNL prediction 7/18 This paper provides the complete standing-carrier stratification for the neutrino oscillation realization space developed through PCR‑5A. The oscillation target, PCR‑3 comparison class, PCR‑4 survivor relation, PCR‑5 compatible-occupancy result, PCR‑5A standing packet, and Standing Carrier Identity Closure (SCIC) relation are held fixed. The present work classifies the six principal carrier families and resolves their lawful presentation, overlap, and quotient structure. Each family is described by: an independently generated source-incidence grammar; an applicability-preserving PCR‑4 solution object; a lawful presentation groupoid; a seven-channel standing packet; a carrier-semantic moduli object; and a typed complement recording failures, undefinedness, source updates, and target updates. The paper proves that the complete standing-carrier space is represented by an exact groupoid-valued atlas. Pairwise and higher-order overlaps are formed as homotopy fibre products over the concrete standing-core groupoid, with framed provenance ensuring well-typed automorphism actions. All fifteen distinct-family pair types and forty-two distinct-label higher-overlap types are resolved within the declared symbolic scope. The principal family classes are LAW, LOCAL, HID, COMP, SOL, and HYB. The hybrid domain is defined source-semantically and includes active inflow, fusion, co-carrier, projection, boundary, edge, and higher-arity relations, together with surviving topological, extended, boundary, and environmental occurrences. The resulting codescent identifies the connected components of the executed atlas with the SCIC quotient. The four PCR‑5A marked classes remain pairwise distinct, while an active-singlet scaling family provides a continuous family of additional SCIC classes. Consequently, the quotient contains at least continuum many carrier-semantic classes and is neither finite nor countably infinite. The paper therefore establishes exact stratification and quotient closure without selecting a unique carrier realization. Distinct microscopic architectures remain distinct when their complete standing packets differ, even when they reproduce the same target-facing oscillation interface. Lawful redescription, basis changes, gauge transformations, duplicate presentations, and target-inert decorations do not create spurious carrier multiplicity. The result is deliberately bounded. Exactness is asserted at the inherited symbolic source resolution and within the declared PCR‑3 comparison class. The paper does not introduce new neutrino phenomena or settle downstream questions concerning absolute mass, Majorana character, lepton-number violation, heavy-state observations, nonunitarity, cosmological transport, astrophysical propagation, or \(B-L\). It also does not establish a unique realized carrier.
