CKM/PMNS Coordinates, CP Phases, Basis Skins, Role-Cardinality Burdens, and No Primitive Mixing-Matrix Identity in the Standard Model This paper is SM-5 in the Standard Model carrier-exhaustion sequence. It applies the SM-1 master classifier to flavor transition, mixing matrices, basis choices, rephasing conventions, CP-like phases, mass and flavor eigenstate labels, neutrino oscillation routes, flavor-changing neutral-current branches, generation labels, and generation-cardinality alteration. The analysis receives the closed gauge, matter, charge, coupling, transport, and renormalization packages from SM-2 through SM-4. Its target is scoped primitive-status closure for flavor and mixing standing within the fixed family-cardinality arena D₍flavor₎ᴺᵍ. SM-5 does not derive numerical CKM entries, PMNS entries, mixing angles, CP phases, oscillation probabilities, neutrino mass ordering, or absolute neutrino masses. It is not the open-generation cardinality proof and does not claim the global SM-6 endpoint. Those questions retain their own source and realization requirements. Primitive flavor carriers and derivative coordinates The paper distinguishes primitive flavor-transition standing from derivative transition-coordinate displays. CKM and PMNS matrices, fitted angles, phase conventions, rephasings, mass and flavor eigenstate labels, oscillation baselines, and flavor anomalies may be physically meaningful and operationally indispensable without becoming primitive transition identity by notation or fitted value alone. The primitive flavor package contains two source-level components: a flavor-transition carrier; a CP/holonomy-residue carrier. The first represents redescription-stable transition structure. The second captures surviving CP-like phase information when it has holonomy or residue standing after removable coordinate phases and rephasing redundancies have been eliminated. Raw phase coordinates are therefore distinguished from genuine CP or holonomy residue. A phase parameter may be a coordinate skin, a representative convention, a registered status, a measurement or calibration value, or a genuine residual response, depending on the target and its certified comparison structure. Basis, rephasing, and eigenstate discipline Basis choices, diagonalization conventions, family permutations, and rephasings are treated as lawful presentation transformations or registered comparison data where appropriate. They do not select primitive identity. Mass eigenstate and flavor eigenstate labels are retained as interface and response structures. Their physical meaning is preserved, but neither the label nor the diagonalization basis is promoted into a primitive carrier. Likewise, CKM and PMNS matrices are treated as lawful mixing-coordinate representations. Their entries, fitted values, and parameterizations can carry physical information while remaining derivative descriptions of the underlying transition, boundary, and response structure. Neutrino and flavor-transition branches The neutrino sector is handled through boundary reconstruction and oscillation-route status. Oscillation baselines, PMNS summaries, flavor-transport claims, and neutrino boundary traces are classified according to their source, measurement, projection, and continuation authority. The paper preserves ordinary flavor physics, including: neutrino oscillation; flavor eigenstate and mass eigenstate descriptions; CKM and PMNS representations; CP-sensitive transition data; flavor-changing neutral-current tests; fourth-generation and other BSM flavor branches; sterile-neutrino, vector-like-fermion, leptoquark, and extra-Higgs possibilities. These branches are not denied. They are assigned primitive, registered, burden, failure, extension, or target-update status according to the fixed target. Generation governance and role cardinality Generation labels, family-index labels, field copies, fourth-generation surfaces, mass additions, anomaly repetition, and matrix-size enlargements cannot by themselves alter primitive generation standing. Generation-cardinality alteration requires a compatible role-occupancy certificate within the relevant target. Field duplication, matrix enlargement, mass-value addition, or repeated anomaly structure does not supply that certificate automatically. The fixed generation-governance envelope classifies generation-altering claims inside the SM-5 arena. The separate open-generation endpoint supplies the stronger certificate condition: ClosedGenCert(n) ⇔ n = 3. SM-5 therefore governs the status of generation labels and generation-alteration claims without replacing the separate open-generation cardinality theorem. Flavor Coverage Theorem The Flavor Coverage Theorem classifies every same-scope flavor claim into one of the following dispositions: descent to the primitive flavor carrier package; governance by the fixed generation envelope; descent to a registered flavor or mixing status; a registered measurement, transport, route, projection, extension, or BSM status; a burden of proof; failure of primitive promotion; a target update; an explicitly exposed hostile certificate branch. The hostile branch is not absorbed into the theorem. A same-scope flavor object that remained primitive, nonderivative, and outside the closed carrier and status packages would falsify SM-5 if its certificate closed. Under the declared no-closed-hostile-flavor condition, the paper establishes the scoped primitive-status deletion theorem: Survₚᵣᵢₘᴰᴺᵍ(D₍flavor₎ᴺᵍ) \ C₍flavor₎ᵖʳⁱᵐ = 0. In words, no same-scope primitive flavor-sector attribute survives outside the closed primitive flavor package. Scope and realization boundary SM-5 is a same-scope primitive-status exhaustion theorem for the declared flavor, mixing, and fixed-generation arena. It is not a numerical parameter derivation, empirical-finality theorem, no-new-physics theorem, open-generation cardinality proof, or global Standard Model endpoint. The paper does not exclude BSM flavor models, sterile-neutrino branches, vector-like fermions, leptoquarks, extra-Higgs flavor effects, fourth-generation hypotheses, or flavor anomalies. Such proposals remain admissible when they introduce the required new target, source, certificate, comparison class, or extension data. The result concerns the primitive status of flavor and generation structures. It does not deny the physical reality or usefulness of mixing matrices, CP phases, oscillation routes, mass eigenstates, flavor eigenstates, or measured transition phenomena. Role in the Standard Model carrier-exhaustion sequence SM-5 hands SM-6 the closed flavor-side carrier package, registered flavor and mixing statuses, CP and holonomy-residue discipline, basis and rephasing atlas, neutrino boundary-reconstruction status, fixed-load FCNC branch, generation-governance envelope, role-cardinality burden structure, BSM flavor branch matrix, and scoped primitive-status deletion theorem. Its principal contribution is to show that familiar flavor and generation displays remain physically meaningful while failing to constitute primitive transition or generation identity without a same-scope standing certificate.
