Neutrino carrier ARC and HNL prediction 10/18 This paper applies the PCR target-extension calculus to the heavy-state, active-sector-closure, and charged-lepton-flavour-violation (CLFV) consequences of the neutrino standing-carrier space. The analysis extends the fixed oscillation standing-carrier quotient by introducing a source-qualified heavy sector together with its charged-current response, active-sector deficit, flavor structure, lifetime response, and CLFV behavior. The heavy-state extension is constructed source-first and evaluated against the complete physical response conditions rather than inferred from a preferred microscopic model. A central structural relation is the equality between the active charged-current deficit and inclusive heavy charged-current support, \[ \Delta_{\mathrm{act}}=\Omega_H. \] The heavy support is required to be nonzero and rank three on the declared source-qualified domain. The result is relational: an active deficit alone is insufficient, and a local heavy excess alone is insufficient. The target packet is the correlated combination of active-sector nonunitarity, inclusive heavy support, rank, flavor structure, and source-to-response closure. The paper also analyzes the common-loop-kernel continuation in which the heavy charged-lepton-flavour-changing amplitude vanishes. Heavy-sector CLFV is therefore treated as a structural consistency and falsification channel: a nonzero qualified CLFV residue would indicate heavy-sector splitting, loss of the relevant degeneracy or unitary factorization, or an additional source contribution. The source-first construction produces a compact prompt-heavy-neutral-lepton response continuum in the declared low-mass window. The associated 28–30 GeV region and \(c\tau_A=0.2\) mm response point are retained as experimentally motivated search benchmarks, supported by the source construction and the cited ATLAS response grid. They are not promoted to an exact physical pole-mass or proper-lifetime prediction. The resulting extension preserves the underlying oscillation standing-carrier structure while adding heavy-state, active-closure, lifetime, and CLFV coordinates. It is therefore a target-relative enriched realization rather than a replacement of the oscillation carrier. The analysis distinguishes source-qualified structural support, detector response, physical pole data, and experimental sensitivity. The paper’s strongest result is a source-qualified heavy-sector extension with positive direct-state, active-closure, and CLFV margins on the declared domain, together with a concrete experimental route based on charged-current production, inclusive heavy reconstruction, prompt or near-prompt response categories, and correlated active-deficit testing. The conclusion is deliberately bounded. The paper does not establish a unique heavy-neutrino microscopic origin, an exact physical complex pole, a universal mass or lifetime, present-detector sensitivity, or a unique carrier realization. The benchmark window is a justified search target, while the full detector-level sensitivity and held-out experimental evaluation remain downstream tasks.
