Neutrino carrier ARC and HNL prediction 6/18
This paper develops an exact packet-image representation of the Standing Carrier Identity Closure (SCIC) quotient for the neutrino propagation role complex.
PCR‑5 establishes one terminal complete-carrier role and a nontrivial standing-carrier quotient with at least two carrier-semantic classes. PCR‑5A determines a complete standing-faithful packet representation of that quotient and shows that mixed law-plus-singlet carrier architectures force a strictly larger lower bound.
The saturated SCIC evaluator algebra is reduced to a seven-type primitive generator system. Structural induction over the PCR‑5 standing grammar proves that every admitted standing evaluator factors through the corresponding raw normal form, while the continuation generators induce a total fail-closed action on the retained coordinates. The resulting standing-carrier packet is
\[ \Xi_5= (T_{\mathrm{face}},R_{\mathrm{stand}},\Delta_{\mathrm{del}}, C_{\mathrm{act}},M_{\mathrm{match}},B_{\mathrm{bdy}},F_{\mathrm{same}}). \]
Equality of complete packets is shown to be equivalent to equality of the corresponding standing signatures. The PCR‑4 family cover and canonical presentation maps therefore yield an exact packet-image representation of the SCIC quotient, with cross-family identifications occurring precisely when complete packet values agree.
The paper then evaluates two explicit mixed-source hybrid survivors against the complete simultaneous PCR‑4 conditions, including target records, event-complete response, support and continuation, gauge and anomaly data, common vacuum and deformation structure, oriented matching, activated extensions, cross-residual conditions, and common-cone existence.
These mixed hybrids contribute two additional SCIC-distinct classes:
a phase-redundant mixed carrier with deletion pair \((1,1)\);
a rank-split synergistic mixed carrier with deletion pair \((0,0)\).
Together with the two PCR‑5 anchor pairs \((0,1)\) and \((1,0)\), they establish the lower bound
\[ |\mathfrak{Q}^{\mathrm{SCIC}}_5|\geq 4. \]
Thus neither an exact two-class nor an exact three-class standing-carrier quotient is compatible with the fixed target and theorem chain.
The result is exact at the level of quotient representation and carrier identity. It does not claim an exact finite cardinality, complete stratification of every symbolic family image, unique realized-carrier selection, or physical realization. The remaining LAW, LOCAL, HID, COMP, SOL, and HYB overlap atlas is a separate downstream classification problem.
