Global Clock-Neutral Relational Descent and Universality Closure
Amos Jay Maley · 59 pages
Global Clock-Neutral Relational Descent and Universality Closure is the tenth and final paper in the Wheeler–DeWitt ARC. It carries the complete joint constraint-kernel realization established in WDW‑9 through a global relational descent that does not privilege any one clock, foliation, canonical chart, covariant presentation, or semiclassical branch.

Description
Global Clock-Neutral Relational Descent and Universality Closure is the tenth and final paper in the Wheeler–DeWitt ARC. It carries the complete joint constraint-kernel realization established in WDW‑9 through a global relational descent that does not privilege any one clock, foliation, canonical chart, covariant presentation, or semiclassical branch.
Its central question is:
Given a completely realized joint Wheeler–DeWitt constraint kernel, under what conditions do its admissible relational presentations descend globally and exhibit one clock-neutral, representation-faithful universal realization?
The manuscript treats clock choices and local relational descriptions as admissible presentations only where they preserve the same jointly realized constrained content. It constructs the global descent across lawful relational presentations, testing their compatibility with the inherited proper-redescription, refoliation, matter, quantum-survival, covariant–canonical, and joint-kernel structure.
Its central passage is:
[
\text{complete joint constraint-kernel realization}
\longrightarrow
\text{global clock-neutral relational descent}
\longrightarrow
\text{universality closure}.
]
The result does not require a preferred external time, nor does it identify a local profile clock, Cauchy germ, semiclassical branch, or reduced representative with the physical system itself. Those structures may support a lawful presentation, but they remain derivative of the standing-bearing joint Wheeler–DeWitt realization.
WDW‑10 also supplies the final one-way handoff to the independently established Schrödinger-side structure. This is an export from the completed clock-neutral constrained realization, not a derivation of the Wheeler–DeWitt ARC from Schrödinger dynamics and not a claim that the Wheeler–DeWitt equation is simply an ordinary externally timed Schrödinger equation.
The paper therefore completes the ARC’s global endpoint: the canonical gravity–matter system, its quantum constraint survival, relational presentations, and controlled recoveries are shown to descend as one universal, clock-neutral constrained realization. Its load-bearing role is final closure, not the reopening of the earlier canonical, quantum, or semiclassical stages.
